What it does
Single-judgement skill: takes the module map and the outcomes and proposes an ordering where prerequisite knowledge is established before anything that depends on it, naming the dependency it is honouring at each step and flagging any forward references or circular dependencies. Produces the progression arc from entry-level to outcome. Used once modules exist, with the educator confirming the dependency reading against how the domain is actually learned.
