What it does
Single-judgement skill that takes the topic inventory and groups it into coherent module-sized clusters, names each module, flags overlaps and redundancies, identifies coverage gaps against the outcomes, and proposes the in-scope/out-of-scope boundary for the course. Used after the inventory exists, with the educator in the loop to decide which clusters survive and where the course edge sits.
