Walks the warm contact list and flags who has gone quiet (no touch past a threshold) and who has a recent trigger event (job move, funding, product launch, deal). Runs on a schedule and surfaces a candidate pool autonomously, so the human starts the review from a pre-filtered set rather than the raw list. Used at the start of each periodic review.
