What it does
Single-judgement skill: the consultant points it at one component of the agreed design — a strategy chapter, a model module, a process or policy block — together with the relevant inputs, and it produces a first-pass draft of that section that follows the design intent and the project's evidence. Used iteratively during build to turn the blueprint into an existing artefact section by section, with the consultant in the loop to own substance and accuracy; the value is accelerating first-pass construction, not deciding the design.
