What it does
Compare the gathered inputs against what the methodology requires (fields present, files complete, granularity sufficient) and produce a structured gap list: each missing/ambiguous/insufficient item with severity and what is needed to resolve it. Used as the go/no-go inspection before cleaning begins; the single judgement that determines whether analysis can proceed.
Trigger: Use after reconciling the retrieved manifest and before beginning any cleaning; provide the manifest and the methodology's data requirements.
