What it does
Single-judgement skill triggered when standard scope cannot be confirmed: weighs the resolved verdict against the firm's options and recommends one of three paths — escalate to a commercial re-scope, offer a defined custom variant where the firm has one and the situation warrants it, or decline. Reasons over fit, the firm's capacity and economics, and the strength of the relationship, and names why the rejected paths lose. Used at the firm-verdict point that standard execution is impossible; the operator owns the final call.
