What it does
Single-judgement skill: takes the internal learner digest and the external gap list and synthesises them into one prioritised backlog — scoring each candidate against impact on outcomes, severity, frequency, effort, and urgency from upcoming dates, making the go/no-go call on borderline items, and tagging each survivor as a content fix (route to update-content) or a structural/pricing change (route to refine-offer-structure). Produces the decided, ordered list. The core prioritisation judgement; the educator stays in the loop to own the weighting and the cut line.
