What it does
Takes two adjacent drafted sections and writes the connective tissue carrying the reader from one to the next, surfacing any logical jump that needs a transition built.
Trigger: Use once a run of sections exists to stitch them into a continuous readable draft.
I/O: Two adjacent drafted sections → transition passage + flagged logical gaps
