What it does
At a workstream seam, checks that the outgoing artefact is in the state the receiving producer needs, they have the context and access, and open dependencies are flagged — then makes the call to release or hold.
Trigger: Use at the moment one producer's output is due to become another's input, to verify readiness before releasing the handoff.
I/O: Outgoing artefact + receiving producer's needs + dependency and timing status → Readiness verdict (release or hold) with any flagged gaps to resolve
