Confirm a handoff is ready and aligned

At a workstream seam, checks that the outgoing artefact is in the state the receiving producer needs, they have the context and access, and open dependencies are flagged — then makes the call to release or hold.

What it does

At a workstream seam, checks that the outgoing artefact is in the state the receiving producer needs, that they have the context and access to use it, and that the timing and any open dependency are flagged and resolved — then makes the call to release the handoff or hold it. Used at the moment one producer's output becomes another's input. Single human-in-loop judgement at the seam; distinct from QA of the artefact and from schedule tracking.

Trigger: Use at the moment one producer's output is due to become another's input, to verify readiness before releasing the handoff.
